The Federal Committee of the UEF, recognizing that the UN and global intergovernmental institutions need to become more democratic and representative if they are to gain the support of the citizens, maintain their legitimacy and credibility in implementing global policy and extend their competences in the future to subjects such as climate change mitigation, sustainable use of natural resources, economic governance, poverty reduction, and the promotion of human and social rights; mindful of the fact that neither the UN or any other global intergovernmental institution provides for any formal mechanism that allows members of parliament to be involved in their work;
noting that the reducing of the state-centric nature of the UN through the creation of UNPA would be a great step forward in the democratization and federalization of the only global political institution;
in view of the European Parliament’s support for a UNPA expressed in resolutions adopted on February 8, 1994; January 29, 2004; June 6, 2005; and June 8, 2011;
recognizing that the establishment of a UNPA is a key goal of global federalist action as defined by the World Federalist Movement to which the UEF belongs;
bearing in mind the UEF’s longstanding support of and participation in the international campaign for a UNPA;
welcoming the Opinion of the European Parliament’s Committee on Constitutional Affairs AFCO of September 30, 2015, that the Committee on Foreign Affairs (AFET) should express support of a UNPA;
welcoming the remarks of the EU's High Representative for Foreign Affairs and Vice-President of the European Commission, Federica Mogherini, in support of a UNPA made on January 15, 2016, at an event in Rome; regretting that AFET and the European Parliament as a whole so far failed to adopt language in support of a UNPA during the current 8th legislative term;
calls upon
the European Parliament and AFET to reaffirm their support for the establishment of the UNPA;
the national sections of UEF to strengthen their efforts relative to convincing their respective EU member state government and parliament to endorse the establishment of UNPA as a common EU position;
decides
to renew the UEF‘s support of the international campaign for a UNPA.
