Noting that in 2018 is the 70th anniversary of the European Hague Congress, the first major post-war initiative for European integration;
Noting that the Union of European Federalists was one of the organisers of this key meeting, which was driven by the pro-European civil society and not by Member States;
Noting that the European construction project needs a big impulse in the face of a multifaceted crisis which could lead to a pro-federal reform of the Treaties;
Noting that such an impulse could come from the organised pro-European civil society in order to lay the ground to a Constitutional Convention;
Realizing that the 70th anniversary of the European Hague Congress in May 2018 could be an occasion to create a great coalition of civil and political society organisations gathering activists, intellectuals, academic, policy makers and average citizens in order to lay out a concrete roadmap for the European federation;
The Union of European Federalists calls the European Movement International, the European Union and the Council of Europe to join forces for the planning and organization of a Second European Hague Congress on the occasion of the 70th anniversary of the 1948 meeting.
