The Union of European Federalists is a non-governmental pan-European organisation, dedicated to the promotion of closer European integration and a democratic and federal Europe. HEAD OF OFFICE

The Union of European Federalists (UEF) is looking for a Head of Office for its European Secretariat in Brussels.

The position

Under the supervision of the Secretary-General and in close cooperation with the members of the European Bureau, the Head of Office is responsible for the correct functioning of the Secretariat and the organisation of a wide-range of activities in Brussels across Europe.. The Head of Office plays a prominent role in the implementation of most UEF projects: statutory meetings, international seminars, conferences, political advocacy actions, communication activities, citizens’ campaigns, etc. Tasks include also coordination of the other Secretariat staff members, project management, human resources management, infrastructure management, and support to the financial direction of the association. . Finally, the UEF Head of Office is the focal point for organisation’s national sections and members across Europe.

With the support of the rest of the UEF Secretariat, the Head of Office ensures the correct implementation of the following tasks:

Project management

  • Development of project applications for European and private calls for proposals.
  • Development of project reports.
  • Project implementation (repartition of tasks, work calendars, supervision, quality check and finalisation).
  • Project financial management (drafting project-specific budgets and financial reports, supervision of outsourcing and providers’ selection, compliance with grant-related requirements).
  • Direct liaison with key operational and financial partners.
  • Definition of operational priorities and strategies.

Administration

  • Management of the UEF Secretariat infrastructure (communications providers, insurances).
  • Material purchase.
  • Tax compliance.
  • Regulatory compliance.
  • Liaison with tax authorities and National Social Security Organisation.

Financial management

In close cooperation with the UEF Treasurer, Secretary-General and Board of auditors:

  • Drafting of the association’s annual budget and of programme-specific budgets.
  • Drafting of the association’s annual financial reports and of programme-specific financial reports.
  • Follow-up of the association’s financial situation and development of financial projections.
  • Supervision of accounting booking; closing of year’s books.
  • Preparation of internal and external audits, as required by each programme and the association’s statutes.
  • Compliance with programme-specific financial requirements.

Human resources management

In close cooperation with the UEF Secretary-General and with the support of the UEF Social Secretariat:

  • Recruitment of UEF Secretariat staff.
  • Management of contracts.
  • Edition of payslips.
  • UEF staff training and evaluation.

Representation of UEF

  • Focal point for the association’s members’ representatives.
  • Focal point of partner political and civil-society organisations.
  • Continuous liaison with key financial and operational partners.
  • Participation in third-party events and initiatives.
  • Network development.

 

Your profile

  • You are a passionate believer in European integration and are familiar with current European issues, policies and institutions.
  • You have a university degree at master level, preferably in European studies, International relations or political science.
  • You have a work experience of at least 3 years (in addition to any previous internship) in the field of project management, preferably in an international association or NGO, a Brussels-based consultancy, media outlet or other EU circles.
  • Demonstrated experience in management of NGOs or civil-society organisations would be a strong asset.
  • You are able to think out of the box, find innovative solutions to unexpected problems and feel at ease in a fast-changing and challenging environment.
  • You are able to work independently and, when necessary, under pressure to meet tight deadlines.
  • You are fluent in written and spoken English and French. Any other EU languages, and particularly German and/or Italian, would be an asset.
  • You have excellent interpersonal skills.
  • You have proven communication and organizational skills.
  • You are keen on the highest quality of your deliverables.
  • You have a good sense of humour and service-oriented.
  • You have extensive knowledge of information sources on the Internet related to European matters.
  • You are an EU national or have already a work permit to work in Belgium during the expected contract period.


We offer

  • A full-time permanent contract under Belgian law, subject to a 6-month trial period.
  • Total remuneration will be defined according to the applicant’s skills and qualifications.
  • Occasional work on evenings and weekends is required and compensated with subsequent time off. Occasional travelling is required for events outside Brussels.

PROJECT OFFICER

The Union of European Federalists (UEF) is looking for a Project Officer based in its European Secretariat in Brussels.

The position

Under the supervision of the Head of Office of the European Secretariat, you will:

  • be responsible the implementation of a project aimed at supporting the engagement of civil society organisations around Europe in the debate on the future of Europe, mainly through the organisation of two training activities, 2 policy-related international seminars and 4 citizens events;
  • supporting the rest of the Secretariat in the organisation of statutory meetings and the implementation of different projects, including the UEF activities for 2019 European elections;
  • assist the UEF Secretariat in internal and external communication activities (including on social media);
  • represent the organisation at meetings of platforms and organisations of which UEF is member;
  • contribute to the management of day-to-day administrative tasks.


Your profile

  • You are a passionate believer in European integration and are familiar with current European issues, policies and institutions.

  • A full-time fixed-term contract under Belgian law for a period of 15 months, subject to a 3 months trial period, with possible renewal subject to performance and conditions to be agreed at that time.
  • Total remuneration will be defined according to the applicant’s skills and qualifications.
  • Alternatively, if preferred by you, a free-lance contract for an equivalent period.
